The Charter
Self-control is the unalienable right, and duty, to control self.
We, the people, resolve self-control disputes beyond reasonable doubt with contracts for full restitution; delinquency precludes lesser disputes.
Authoritative representations expire in 1.5 years unless renewed; false dicta equal the issue at stake.
Bills enact defaults for represented districts with 2/3 approval, or repeal with 1/2 approval, during 30-90 days review.
Legislatures enact, chambers repeal; by proxies and count. Escrow review bypass proxies. Complaint bypass extends review.
Repeat owners legislate; choose chamber bases, 3 promises to proxy votes, and 1 random to proxy the rest; and renew jurisdiction changes, temporary after 5 years, permanent after 3 more. Votes less than half the current or previous turnout are null. A shrunk chamber bars all past candidates from the legislature.
Budgets are independent, auctionable, and funded by donations between half and twice the 30 day median, or by a voter tax.
Excess funds go to voters.
Pay legacy debts with a universal public self-assessed land tax with zero sum redress.
